Steps to create neon light in an image with Photoshop
This effect can be created with very simple tools, but we will get an amazing visualization. The first step we need to do is open the Photoshop application and insert image to which we will apply the effect.
Now, we need to select the tool "Brush" located on the left of our screen. We right-click and a configuration window will open, here we can change the size and shape of our brush.
The way in which we will configure the brush it will be the way our neon light has, for that reason we need to know how to choose the right one. Once configured we put it aside and then use it.
For the next step we select the tool "Pen" located on the left of the screen. With this tool we draw on the image the lines that we want our neon light to have, we configure it until we reach the point we want.
So let's create a new layer by clicking on the "Create" option level located in the lower right corner. We include the line we just created in this new layer and then work on it.

To achieve this effect on our line, the first thing we need to do is go to the level where the line we created is located. On this we double click, a window will open in which we will select the option "Outer glow" located on the right.
Now, we have to configure the color that we want it to have our neon light, for this we click on the box located in the section "Structure". It is recommended to use strong colors like blue, purple, red or green to make the effect much better.
Where it says "Structure mode" select "Frame" ; In the section Quality in the option Boundary we choose "Curve". To better visualize the effect, let's increase the size in the Elements section. If you want to give a little more realism, let's do the following.
We select the option Inner glow and we configure everything the same, we just change the blending mode to the one we like best, finally we click on OK. In this way we will be able to achieve the neon light effect.
